Most internal audit teams in local government are relatively small, even in some of the larger authorities around the country. Few can afford to maintain sufficient depth in specialist resources such as IT, Contracts, Fraud etc. and are forced to either provide inadequate coverage or buy in the service at great expense. By pooling resources, SWAP enables its partners to share the cost of maintaining a high quality internal audit service. Additional benefits include increased service resilience, the ability to share knowledge and benchmark against one another.


SWAP is the largest partnership of its type in the UK. There are currently 26 Partners (including District, Borough, County and Unitary Councils, 4 Police and 4 Police and Crime Commissioners.) Each of these Partners contribute to a central SWAP budget for the provision of internal audit services. The more partners there are, the lower the apportioned overhead cost for each partner. Sustained growth in this way has meant that SWAP partners have not suffered increased costs in the 12 years the company has been in operation, despite other budgetary pressures.

SWAP also has a number of external clients. As SWAP is a not for profit organisation, any surplus we generate through this work is used for the benefit of its partners. External clients include Academy Schools, drainage boards, fisheries etc. 


We have no core hours at SWAP, which means that as long as the needs and expectations of our clients and colleagues are met, you can work flexible hours.

Home working is supported as far as possible to avoid the need for unnecessary travel and we provide the technology to support remote working where we can.


At entry level, all new staff undergo an introductory course at BHBI in Cardiff. After that, support to continue CIA studies with the Institute of Internal Auditors is generally available. We are looking into the possibility of Apprenticeships schemes too. For those pursuing a specialism, such as fraud or ICT, relevant training is also supported.

At more senior levels, ongoing CPE is supported at the Regional IIA conferences and other relevant training, as required. We have representatives on both the Welsh and SW Regional IIA committees, helping to run and support networking and training events throughout the year, with plenty of opportunities to get involved.


While we are always delighted to welcome senior and experienced colleagues to SWAP, we have always recognised the importance of ‘growing our own’. Vacancies are often advertised and filled internally, without any external advert being posted.


Our staffing arrangements mean we are accustomed to working across teams and locations. Our ability to work remotely means we are able to support one another by sharing information and knowledge easily to collaborate on joint projects. We have a staff suggestion scheme and focus groups for staff to meet frequently with our directors. SWAP runs at least one staff Away Day a year for the whole company to get together.
